Actually it’s a public works team with a bad sense of humor. It was originally locked to a parking meter that they replaced with a light pole. Imagine the rider’s surprise when he comes back out. Hope he’s not in a hurry.

Either it was partially disassembled & reassembled— or the post grew up while it laid there.
