Apparently, when the Tower was being built, it started to lean because of the soil conditions. The builder tried to balance it by leaning the top the opposite way from the main tower.
By some miracle, it has never fallen down. (The Guardian Angels must be working overtime).
Steps have been taken recently, whereby soil was removed , causing the tower not to lean too much.
I have been to the Leaning Tower. There is a circular stair inside, & if you walk outside, there is no rail on the downhill side up to the 6th. floor, so if you are not careful, you could fall off.
