I was thinking it’s a piece of art work except its location appears ridiculous and then, applying Gerry’s idea, it’s a tower for watching birds, perhaps eagles.

I know a house near Arcadia, Ne. The front door is on the second floor. NOW I knowwhy no stairs.

I think this is the staircase from the song “If I was a rich man”, ( one more leading nowher just for show)
