This despicable act should have generated a criminal investigation, and if successful, should have resulted in forceful
“neutering” of the offenders (without any anesthesia or follow-up care)

How could anyone do such a cruel heartless thing! Whoever did that deserves to be sealed up in a box. The more I read about human beings, the more I like animals. Some humans think they’re the superior species but in the case of some humans, I seriously doubt that.
