   I don’t think this is a joke. I saw a movie filmed in London and the policeman did that to keep the man there until he went for paperwork. Who knows? LOL

   @bigAl – Looks to me like this gentleman has himself in a pickle. I think he was fooling around and found a pair of handcuffs – decided to attach them to the solid steel ball and to his wrist, THEN doofus found out that the key is missing to the handcuffs. Bet the police department is and was having a laugh about this one 🙂
