I have two cats who drink frm the spigot. They stand with two front paws in the sink and tilt their heads almost upside down to get at the water.

That poor cat is perishing. Look at how the poor thing has turned the cups over looking for wetness. But then again,in a different perceptive,it sorta reminds me of my ex-wife.
